BOARD ACTIONS

1. **Commissioners – Change Order #022 from Lobar, Inc. for the Franklin County Courthouse Annex Project general construction for adding rigid Insulation at window openings and masonry repairs at a cost of $3,304.88. This will be paid from bond funds.

2. **Commissioners – Change Order #023 from Lobar, Inc. for the Franklin County Courthouse Annex Project general construction for adding accent panels at a cost of $6,687.47. This will be paid from bond funds.

3. **Commissioners – Agreement between the County of Franklin and Corbett Inc. for the move of Domestic Relation’s high density storage system from their current location to their new location at the Courthouse Annex at a cost of $39,780.56. The contract includes any alterations necessary for the system to fit into the new space. This will be paid for by bond funds with future reimbursement through Domestic’s Title IV-D funds.

4. Community Connections – Lease agreement between County of Franklin and The HUD Permanent (Supportive Housing Lease Program) that covers total rent plus any landlord-covered utilities for participants at a cost of $9,750.00 for the period of March 11, 2024 through March 11, 2025. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing. This will be paid for from the HUD grant.

5. **Court Administration – Quote from Sage Technology Solutions for upgrading microphones in all courtrooms to enhance recording For The Record (FTR) digital recording at a cost of $29,287.00. This is a COSTARS contract. This will be paid from General Fund.

6. **Department of Emergency Services – Contract between the County of Franklin and Bucks County Community College/Dept. of Public Safety Training Certification for the 2024 Training Membership Program at cost of $1,300.00, for the period of March 20, 2024 through December 31, 2024. This will provide up to 200 hours of onsite training courses, held at the Franklin County Public Safety Training Center or Franklin County Department of Emergency Services. This will be paid from the General Fund.

7. Fiscal – Requesting signature on the second quarter fiscal year 2023-2024 Children and Youth quarterly income and expenditure report. Expenditures for the second quarter totaled $3,521,206 resulting in a required County local share totaling $676,053. The majority of operations of the CYS program are paid with Federal and State funds. The County’s required local share is paid from General Funds.

8. Fiscal – Supplemental Appropriation to provide budget for the Jail’s COVID-19 Mitigation grant. Funds will be used to ensure the safety and well-being of Franklin County’s inmates, staff, and visitors by funding the purchase of cleaning supplies, new inmate shower units, and personal property sealer.

9. Grants/CJAB – Grant Application to Pennsylvania Commission on Crime & Delinquency requesting $99,770 through the Endowment Act-CAC to provide Over the Rainbow Child Advocacy Center, Inc. support the for prevention education programs to students and community members in Franklin County for the period of July 1, 2024 through June 30,

2026. This project will assist OTR-CAC in meeting the essential components for the Child Abuse Prevention standard as outlined by NCA.

10. Grants/CJAB – Grant Application to Pennsylvania Commission on Crime & Delinquency requesting $99,882 through the Endowment Act-CAC to provide Over the Rainbow Child Advocacy Center, Inc. support to enhance direct victim services and mental health programs by providing a Family Advocate as a part of the multidisciplinary team response for the period of July 1, 2024 through June 30, 2026.

11. Information Technology Services – Contract renewal between County of Franklin and ICC Community Development Solutions for the annual renewal of Laserfiche licensing at a cost of $109,975.10 for the period of May 24, 2024 through May 23, 2025. Laserfiche is our content management solution, providing electronic document storage as well as electronic workflows and eForms. This will be paid from the General Fund.

12. Information Technology Services – Quote between County of Franklin and Splashwire for the clean up and completion of the Courthouse Annex Server Room at a cost of $8,800.00. This will be paid from the General Fund.

13. **Jail – Quote from Witmer Public Safety Group, Inc. for the purchase of ammunition for firearms for Jail, Adult Probation, Juvenile Probation, and Sheriff’s Department Officer’s firearms at a cost of $22,337.03. This will be funded by an allocation to all County operations, about 68% of which will be from the General Fund. This company is on the Costars contract pricing.

14. Purchasing – Resolution #2024-01 for the sale of surplus of items from Franklin County Sheriff, Jail, Risk, IT, and Aging Departments.
