BOARD ACTIONS
1. **Aging – PA Department of Agriculture application to renew the Waynesboro Senior Activity Center’s food and beverage license at a cost of $41.00. The cost of the license is required in order for the Center to serve congregate and home delivered meals to Franklin County seniors. The license will begin December 22, 2023 and will end June 21, 2024.
2. Commissioners – Resolution #2023-22 authorizing the County Procurement Director to execute nondisclosure agreements on behalf of the County in reference to the Jail Security System RFP.
3. Department of Emergency Services – Grant Agreement between the County of Franklin and PA Emergency Management Agency for the FFY2023 State Homeland Security Grant Program in the amount of $1,207,202.00, with a performance period of September 1, 2023 through August 31, 2026. Funds are utilized for planning, equipment, maintenance, training and exercises needed for acts of terrorism and other catastrophic events. Funds are awarded to the South Central Task Force, of which Franklin County is a member; along with Adams, Cumberland, Dauphin, Lancaster, Lebanon, Perry, Schuylkill and York Counties.
4. Grants – Application to the Department of Community and Economic Development requesting a Local Share Grant in the amount of $76,702.27 for the Sheriff’s Office to purchase a law enforcement equipped vehicle for field division staff equipped with specialty storage equipment specific to duties related to protection order and warrant service. The grant period will be March 1, 2024 through December 31, 2027.
5. **Human Resources – Contract/Group Application with PetPartners a subsidiary of Independence American Insurance Company, to offer pet insurance to full-time, benefit eligible employees as a voluntary (employee paid) benefit. This gives employees the option to enroll in Accident only or Accident & Illness coverage for their dog(s) and/or cat(s) at a group rate with an enhanced plan design/coverage.
6. **Jail – Agreement and Amendment between the County of Franklin and Tightrope Media Systems, Inc. to provide Carousel digital signage in key areas around the Jail at a cost of $3,450.00 for the period of October 2, 2023 through October 2, 2024. Each screen has access to display important details that need to be announced throughout the Jail. It will eliminate the extra paper posting that happens on units and throughout the facility.
7. Juvenile Probation – Agreement between the County of Franklin and the Chambersburg School District for the School-Based Juvenile Probation program. The school district agrees to provide $51,394.20 for services during the 2023-2024 school year. Franklin County will carry liability insurance for its employees and the program.
8. **Risk Management – Proposal from Desktop Disposal to remove six (6) lab/X-Ray machines from various county buildings within a 3 mile radius at a total cost of $15,990.00.
