Kidnapping suspect located near Waynesboro

SMITHSBURG, MD—A police incident that forced Waynesboro Area schools to go on lockdown earlier this afternoon was connected to a former Baltimore County Police Officer who was wanted for kidnapping his daughters.

Robert Vicosa, 42, allegedly invaded a home in York County on Tuesday and  took a woman captive at gunpoint and stole her vehicle before fleeing with his daughters. Giana, 7, and Aaminah, 6.

Vicosa led authorities on a two-day search through Pennsylvania and Maryland that included an additional kidnapping and carjacking in Cockeysville, before the vehicle he was driving was spotted by Pennsylvania State Police near Waynesboro Thursday afternoon.

After a brief chase into Maryland, the vehicle crashed into a fence off Ringgold Pike. Inside, police found the girls, Vicosa and Tia Bynum, 36. According to Maryland State Police, all four occupants had been shot. Three died at the scene and one of the children was flown to a hospital where she later died.
