HAGERSTOWN – On Tuesday, Sept, 23, the Washington County Board of County Commissioners will convene to address zoning text amendments, emergency preparedness, infrastructure improvements and personnel and grant decisions.
The meeting will start at 9 a.m. at 100 W. Washington St., Suite 1101, and includes a public comment opportunity. Later, the commissioners will meet at 6 with the city of Sharpsburg officials in the same location.
The meeting will open with three public hearings on zoning text amendments presented by Kyla Shingleton, comprehensive planner, and Jill Baker, director of planning and zoning. These amendments will refine land use policies and address community development needs.
The commissioners will present a proclamation for Citizens’ Emergency Preparedness Month to Alan Matheny, director of emergency management. Kelcee Mace, chief financial officer, and R. David Hays, director of emergency services, will present a memorandum of understanding and joint billing agreement for advanced life support services, alongside a new billing and collection policy for emergency transports to streamline operations.
Director of Purchasing Brandi Kentner will present bid awards for transfer station services and on-site operations at Forty West landfill, recycling drop-off services and two new plow trucks for the highway department. Other awards include a stormwater management maintenance task order and a sole-source procurement for new VESTA 9-1-1 hardware for the Department of Communications.
The board will also consider grant-related items, such as the Governor’s Office for Children Enough Capacity grant, presented by Carsten Ahrens, and the 2026 Maryland Institute for Emergency Medical Services systems cardiac device grant to enhance emergency response capabilities.
Community and economic development will be highlighted through the naming rights for the Black Rock Golf Course Training Center, and the presentation of the 2025-2026 Farm of the Year Award by Kelsey Keadle.
Personnel matters include a hiring recommendation for a senior network engineer, and the reappointment of members to the Washington County Ethics Commission, presented by County Attorney Zachary J. Kieffer.
A closed session will address personnel matters, including employment and compensation discussions, a hiring recommendation and an appointment to the county Adult Public Guardianship Review Board.
The session will also cover a foreign trade zone extension, an incentive plan at Hagerstown Regional Airport, and legal advice on county-involved litigation.
