CHAMBERSBURG–Franklin County Commissioners will meet, July 24, beginning at 10 a.m. in the Administration Building, Room 824, 272 N. Second Street, Chambersburg. The agenda is as follows:

4.01 Vouchers
4.02**Commissioners – Agreement between the County of Franklin and Commonwealth of Pennsylvania,
Office of Attorney General in the negotiation of five settlements (“Wave 2 Settlements”) related to the opioid
crisis involving Teva, Allergan, Walmart Inc., CVS Pharmacy Inc., and Walgreens Co. This participation
form will allow the Amended Trust order to go into effect. The estimated allocations of this settlement are
estimated to be $4,500,000.00.
4.03 Community Connections – Agreement between the County of Franklin and Washington Square
Apartments for the HUD Permanent (Supportive Housing Lease Program) that covers total rent plus any
landlord-covered utilities at a cost of $7,884.00 for the period of August 1, 2024 through August 1, 2025.
The County holds the Lease with the landlord and the participant subleases from the County. Program
participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross
income. Participants are linked with Supportive Services and case management to assist them with
maintaining permanent stable housing. This will be paid from the HUD grant.
**Chairman signature only OVER4.04**Community Connections – Amendment to the agreement between the County of Franklin and the
United States Department of Housing and Urban Development (HUD) to shift funds among categories for
the Continuum of Care Program Grant in the amount of $91,356.00.
4.05 CJAB/Grants – Agreement between the County of Franklin and Pennsylvania Commission on Crime
and Delinquency for the Jail COVID-19 Mitigation grant ends 7/31/2024 and the budget modification would
allow for the purchase of a power washer to be used to clean bathrooms, kitchens, cells, etc. In addition the
following items would be added; Rapid start ballasts for the shower unit lights and Self harm resistant
collapsible hooks at a cost of $5,415.00.
4.06 CJAB/Grants – Agreement between the County of Franklin and Pennsylvania Commission on Crime
and Delinquency for a grant that ends 9/30/2024 and the budget modification would allow for the hosting of
two (2) CIT refresher trainings: August 30, 2024 and September 30, 2024. It would also correctly reallocate
meals/mileage for contracted consultants.
5. Regular Agenda
5.01**Jail – Agreement between the County of Franklin and Axon Enterprise, Inc. for a purchase to replace
the existing Bodycam system for the Jail. This system works in conjunction with the existing tasers. If a
taser is pulled the bodycam automatically turns on. The footage provides a better and more accurate view
of the incident. This purchase is for forty (40) new cameras with a warranty. This bundle includes training,
license, storage, docking stations and the option to renew. It’s a three year contract purchase from 7/24/24
– 7/24/27 at a cost of $224,125.78. This will be paid from the Inmate Store Account.
5.02 Planning – A multiyear Housing Trust Fund Grant agreement for an amount not to exceed
$118,358.92 for the purchase of 3 building lots located at various locations in Franklin County. This will be
paid from the Housing Trust Fund.
5.03 Personnel – The Board will consider approval of the job description for Assistant Director, Emergency
Services.
5.04 Personnel – The Board will consider approval of the job description for Director of Applications and
Data Services.
5.05 Personnel – The Board will consider approval of the job description for IT project Manager.

In accordance with PA Act notifications, Quincy Township Supervisors. notified the County of the intent to
submit a National Pollutant Discharge Elimination Systems (NPDES) Permit application to the
Pennsylvania Department of Environmental Protection (DEP) for Well 7
