CHAMBERSBURG–Franklin County Commissioners will meet, Feb. 21, beginning at 10 a.m. in the administration building. The agenda is as follows:

▪ Approval of Salary Board minutes from January 2, 2024
▪ The Board will consider reclassifying a Court Reporter position to a Courtroom
Technician for the Courts.
▪ The Board will consider additional compensation for the Second Deputy position in the
Prothonotary’s Office.
▪ The Board will consider a clarification for a full time hourly position in the Coroner Office.
▪ The Board will consider reverting the exempt shift supervisor positions to hourly Lead
Telecommunicator positions for the Department of Emergency Services.
▪ The Board will consider adding the full time position of Terminal Agency and Quality
Assurance Officer to the Department of Emergency Services.

BOARD ACTIONS (This is a draft contract list. After review, items may be deleted or added at a
Commissioners public meeting.)

  1. **Adult Probation – Agreement between County of Franklin and Carey Group to conduct
    two 7.5 hour Case Planning refresher training sessions in March 2024 for department
    staff in the amount of $11,900.00. The Adult Probation Department is set to introduce
    Case Planning as the latest Evidence-Based Practice module in 2024 and all staff are
    mandated to partake in refresher training. The cost will be paid from the Act 77 account.
  2. Aging – Agreement between the County of Franklin and Comcast Business to update the
    current contract by increasing their internet speed to 250 Mbps download and replacing
    their current Brightspeed phone line for a period of three years at a total cost of
    $5099.64. This contract will save the County about $1000 compared to what is currently
    paid for the two services separately. The cost will be paid for by the Aging Block Grant.
  3. **Aging – Food and Beverage License renewal application for Mont Alto Senior Activity
    Center, Facility ID # 22700, for a period of April 5, 2024 to April 4, 2025 at a cost of
    $82.00. The cost of the license is required in order for the center to serve congregate
    and home delivered meals to Franklin County seniors. The cost will be paid for by the
    Aging Block Grant.
  4. Property Management – Agreement between County of Franklin and Liberty Restoration
    and Construction, LLC for the replacement of the roof at the Area Agency on Aging’s
    Greencastle Senior Center at a cost of $33,312.32. The Commissioners approved an
    intent to award on February 7, 2024. The contractor has met all of the requirements in the
    intent to award and the final contract is now submitted for consideration. This action also
    provides the authority for the County Administrator to send the Notice to Proceed. The
    cost will be paid from the Senior Community Center Grant.
  5. **Veterans Affairs – Agreement between County of Franklin and Penn National Golf Club
    and Inn to hold the 8th annual Golf Tournament on August 30, 2024 at a cost of
    $11,520.00. The cost will be paid by registrations, sponsorships, and donations.
