BOARD ACTIONS (This is a draft contract list. After review, items may be deleted or added at a Commissioners public meeting.)

1. Community Connections – The following lease agreements for the HUD Permanent Supportive Housing Lease Program (Supportive Housing Program SHP I/II) that covers the total rent plus any landlord covered utilities for participants. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for any utilities not included in the lease rent, up to 30% of their adjusted gross income. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing.

a. Beverly Court, LLC for a total lease amount of $9,425.00 for the period of September 1, 2023 through September 1, 2024

2. Grants/CJAB – Amendment No. 1 to the Contract (dated October 1, 2022) between the County of Franklin and Gaudenzia, Inc. that provides substance use disorder treatment services to Good Wolf Treatment Court participants. This amendment will extend the contract to September 30, 2024. All other terms and conditions of the original contract will remain in full force and effect.

3. Grants/CJAB – Amendment No. 1 to the Contract (dated October 1, 2022) between the County of Franklin and Pyramid Healthcare, Inc. that provides Mental Health and substance use disorder services to Good Wolf Treatment Court participants. This amendment will extend the contract to September 30, 2024 and increase the encumbrance amount by $42,000 for a total encumbrance of $50,000. All other terms and conditions of the original contract will remain in full force and effect.

4. **Grants – Request from South Central Community Action Program for permission to move $16,000 from Emergency Shelter Operations. $10,000 will be moved to the Rapid Rehousing Rental Assistance line item and $6,000 will be moved to HMIS. In addition, the Rapid Rehousing component, $7,000 will be moved from the Services line item to the Financial Assistance line item.

5. Human Resources – Agreement between the County of Franklin and Wellspan Medical Group to provide occupational health services to include basic employee physical examinations, drug test/urine analysis, workers’ compensation services, independent medical exams, immunizations and infectious disease screening, and Medical Director services to include oversight of the AED program, ordering physician for standing orders, and other related services. Medical Director services fee is $500.00 for the contract period of January 1, 2023 to December 31, 2023. Medical services are charged per the fee schedule attached in Exhibit B of the agreement. Agreement will automatically renew each year. On January 1, 2024, the price for services will be increased by 3%. On January 1 of each subsequent year, the price for the services under this agreement will increase by 1.5%.

6. **Human Services Administration – Facilities request form from Antrim Brethren In Christ Church for rental of facilities for the Intro to Human Services on October 27, 2023 at a cost of $600.00. This will allow the use of four separate rooms to allow space for break out sessions to take place. A maximum of 75 individuals may attend this training.

7. **Information Technology Services – Quote from DLT Solutions, LLC to renew the subscription to use our KACE Appliance at a cost of $26,676.25. This appliance allows ITS to inventory computers and apply software and operating system patches. We use this appliance to help maintain our endpoint security by keeping systems up to date.

8. **Jail – Proposal from Corrections Consulting Services to provide training that is required for the PREA Audit to be compliant with PREA standards at a cost of $3,500.00.

9. Planning – Housing Trust Fund Grant Agreement between the County of Franklin and Habitat for Humanity to provide Housing Trust funds in the amount of $40,000.00 to support the redevelopment of a property located at 7170 Lincoln Way West, Saint Thomas, PA. The contract period is September 20, 2023 through July 31, 2024.

10. Planning – Housing Trust Fund Grant Agreement between the County of Franklin and Habitat for Humanity to provide Housing Trust funds in the amount of $40,000.00 to support the development of a house located at 0 Williamsport Pike, Greencastle, PA. The contract period is September 20, 2023 through July 31, 2024.

11. Property Management – Proposal from Automated Logic to remove the existing control system and install the ALC WebCTRL system at the Department of Emergency Services at a cost of $98,807.00. This new system will regulate the controls to allow the HVAC units to work more efficiently.

12. Sheriff – Quote from Fred Beans Ford for the purchase of a 2023 Police Interceptor Utility vehicle for a price of $40,251(with COSTARS pricing). This quote is replacing the K9 vehicle only on the action previously approved on June 14, 2023 which is an increase of $1,472 from the previous action. The up-fitting costs remain the same as on the previous action.

ACT 14, 67, 68 and 127 NOTIFICATIONS

In accordance with PA Act notifications, Navarro & Wright Consulting Engineers, Inc. notified the County of a Pennsylvania Department of Environmental Protection Chapter 105 Water Obstructions and Encroachment General Permit 11 application being applied by Pennsylvania Turnpike Commission and Kokosing Construction Company for the PTC Fiber Optic 3, Phase 3 on property located in Franklin County.

In accordance with PA Act notifications, Spectrum Industrial Coatings, Inc. notified the County of a Pennsylvania Department of Environmental Protection Air Quality State Only Operating Permit Renewal application being applied for existing air emission sources at local businesses located in Franklin County.
