HAGERSTOWN – On Tuesday, Nov. 18, Washington County Commissioners will convene to review audited financial statements, consider an optional early voting center, award contracts for emergency services and infrastructure, and handle personnel and grant matters.
The meeting will begin with a Youth Meritorious Award presentation by Richard Lesh, grant manager. Chris Lehman of SB & Company and Chief Financial Officer Kelcee Mace will then present the June 30, 2025, audited financial statements.
Tammy Downin, president of the Board of Elections, along with other board officials, will discuss the potential addition of a fourth early voting center for Washington County.
Purchasing staff, led by Director Brandi Kentner, will present the following intergovernmental cooperative purchases and bid awards:
- One new 2026 Ford F-350 extended cab for Buildings, Grounds, and Facilities
- Swimming pool and water/wastewater treatment chemicals
- Conococheague Wastewater Treatment Plant paving
- Three vehicles for Water Quality
- Video surveillance installation at five water treatment facilities
- One Wheeled Coach 1170 ambulance for Emergency Services
- Twenty 2026 Chevrolet Tahoe vehicles for the Sheriff’s Office
- A group health vision contract extension
- A combiner/multi-coupler upgrade
- Two Stryker LP35 monitor/defibrillators (via sole-source procurement)
An additional sole-source award will cover case management services for the Recover, Rebuild and Reconnect program.
Real Property Administrator Todd Moser and Public Works Director Andrew Eshleman will present lease agreements for the Western Maryland Consortium, Federal Little League, and a District Court of Maryland Commissioners’ office extension. Eshleman will also join Senior Grant Manager Carsten Ahrens to discuss a Maryland Energy Administration Local Government Energy Modernization grant.
Grant Management Director Maria Kramer will outline available funding for community organizations and service priority areas. Human Resources Director Chip Rose will seek approval to hire for the chief of surveys position, while Planning and Zoning Director Jill Baker will present an appointment to the Planning Commission.
A closed session will address personnel matters, including discussions on an open county government position and position reclassification, as well as legal advice on county policy enforcement and updates on two county-involved legal matters.
The board will reconvene in open session at 12:15 p.m., followed by adjournment.
