CHAMBERSBURG–Franklin County Commissioners will meet, July 31, beginning at 10 a.m. in the Administration Building, Room 824, 272 N. Second Street, Chambersburg. The agenda is as follows:

    3.01 Vouchers
    3.02Commissioners – Change Order #32 from Lobar, Inc for the Franklin County Courthouse Annex project for Harmony Plus Woodworks for wood panels in the lobby at a cost of $4,203.96. This will be paid from bond funds. 3.03Commissioners – Amendment to the September 22, 2022 agreement between the County of Franklin
    and Newcomer Associates for A/E services with the revised HVAC design at 630 Norland for the MDJ
    Manns as requested by the landlord and approved by the County at a cost of $5,297.50. This will be paid
    by the General Fund.
    3.04 Community Connections – Agreement between the County of Franklin and Guy Permanent
    Management, LLC for the HUD Permanent (Supportive Housing Lease Program) that covers total rent plus
    any landlord-covered utilities at a cost of $11,400.00 for the period of August 7, 2024 through August 7,
  4. The County holds the Lease with the landlord and the participant subleases from the County.
    Program participants are responsible for any utilities not included in the lease rent, up to 30% of their
    adjusted gross income. Participants are linked with Supportive Services and case management to assist
    them with maintaining permanent stable housing. This will be paid from the HUD grant.
    3.05**Fiscal – Agreement between the County of Franklin and Maximus Consulting Services for the
    preparation of the County’s annual Central Service Cost Allocation Plan (CSCAP) for years ending
    December, 31, 2023, 2024, and 2025. This plan allows the County to allocate central and administrative
    costs of the general fund to other County operation in order to maximize federal and state funding at a cost
    of $26,400.00. This will be paid by the General Fund.
    3.06 Grants – Amendment to the agreement between the County of Franklin and Noah’s House to increase
    the contracted amount to a total maximum encumbrance of $75,000.00. This Amendment shall become
    effective June 1, 2024. The term of the Agreement shall be extended to September 30, 2025. This will be
    paid by the Good Wolf Treatment Court Grant.

    3.07 Information Technology Services – Agreement between the County of Franklin and CDI, LLC for the
    renewal of VMWare Licensing at the cost of $16,871.68. This will be paid by an allocation across all
    County operations. About 68% is estimated to be paid for by the General Fund.
    3.08 Information Technology Services – Agreement between the County of Franklin and Southern
    Computer Warehouse for two data storage enclosures for our backup system. Currently we have been
    using old, repurposed storage equipment for containing our server backups. However, this equipment is
    now 12 years old, with failing components which can no longer be purchased to replace them. As a result,
    we need to purchase new storage in order to maintain the level if infrastructure redundancy required for
    our continuity of operations at a cost of $36,881.50. This will be paid by an allocation across all County
    operations. About 68% is estimated to be paid for by the General Fund.
    3.09 Property Management – Amendment to the previously signed contract from Randy L. Heck Plumbing
    and Heating for the water line at Franklin Farm Lane. The original contract was signed on July 17, 2024.
    The Chambersburg Borough will not approve the use of schedule 80 PVC pipe and are now requiring the
    use of C900 water pipe. This change order is for the difference in price between the originally planned
    schedule 80 PVC pipe to the now mandated C900 pipe at an additional cost of $3,228.78. This will be paid
    by the General Fund.

    ACT 14, 67, 68 and 127 NOTIFICATIONS
    In accordance with PA Act notifications, Falling Spring Environmental Services, Inc. notified the County of
    the intent to file a NPDES Permit Renewal for the Valley View Mobile Home Park Wastewater Treatment
    Facility.
    In accordance with PA Act notifications,Scotch Hill Solutions, Inc. notified the County of the intent to file a
    new permit application for a PA DEP Water Quality Management II Permit for the Milton Rotz Dairy CAFO.
