BOARD ACTIONS:

Commissioners – Agreement between the County of Franklin and Beidel Printing House, Inc. for printing, binding , and delivery to the County of ballots to be used at the April Presidential Primary and the November Presidential Election at a cost of $54,111.00. This was bid and Beidel was approved as the lowest qualified bidder at the February 14, 2024 Commissioners’ Meeting. The cost will be paid from the Election Integrity Grant.

2. Community Connections – Lease between the County of Franklin and Rodney C. Mose and Cindee L. Mose for the HUD Permanent Supportive Housing Lease Program that covers the total rent plus any landlord covered utilities for their participants. The lease covers the period of March 1, 2024 through March 1, 2025 at a cost of $11,050.00. The County holds the Lease with the landlord and the participant subleases from the County. Program participants are responsible for a portion of their rent and all utilities that are not included in the lease. Rent and utilities cannot exceed 30% of the program participant’s adjusted gross income. Participants are linked with Supportive Services and case management to assist them with maintaining permanent stable housing. The cost is paid for by the HUD Grant.

3. Fiscal – Agreement between the County of Franklin and The Children’s Advocacy Center of Franklin County, Inc. to pass through state grant funds from PCCD for the period of January 1, 2024 through December 31, 2024 in the amount of $46,999.00. The grant funds will be used toward paying the Executive Director’s salary.

4. Fiscal – Supplemental appropriation to provide budget to pass through PCCD grant funds of $46,999.00 to Over the Rainbow Children’s Advocacy Center. This is a pass through grant that is 100% state funds.

5. Fiscal – Agreement between the County of Franklin and The Children’s Advocacy Center of Franklin County, Inc. to provide Forensic Interviews for the period of January 1, 2024 through December 31, 2024 at a cost of $516.87 per interview. The cost of these interviews will be paid from the general fund. Additionally the contract provides a minimum guarantee for forensic interviews of $117,650.00. It is anticipated that about 65% will be paid for with General funds. The remainder will be paid for by C&Y federal and state allocated funds along with the required county match.

6. Risk Management – Agreement between the County of Franklin and VITA Detection Inc. for a Service Agreement for four X ray units for the period of January 1, 2024 through December 31, 2024 at a cost of $18,480.00. The Service Agreement includes: all parts covered; belt and curtains; labor and travel; on-site support 24/7/365 for unlimited unscheduled visits in case of failure; one scheduled visit for annual preventative maintenance complete with radiation survey; and tech support and help desk response within 2 hours. The cost will be paid by workers comp funding.

ACT 14, 67, 68 and 127 NOTIFICATIONS

In accordance with PA Act notifications, Greene Township notified the County of an application submitted to the Pennsylvania Department of Environmental Protection (DEP) to replace two deteriorated and failing culverts to improve critical infrastructure and improve

public safety of its constituents. The culverts carry two unnamed tributaries to the Conococheague Creek at Woodstock Road and Cook Road in Greene Township.

In accordance with PA Act notifications, Keller Engineers notified the County that Quincy Township will be filing for a chapter 105 Stream and Wetland Encroachment Permit form the Pennsylvania Department of Environmental Protection (DEP) for the construction of a waterline to serve the Menser Gap area.
