HAGERSTOWN – Washington County Commissioners will convene on Tuesday, Nov. 4, to review end-of-year budget tweaks, voting expansions, fire and emergency services funding and a slate of procurement and planning decisions.
The open session begins at 9 a.m. Key fiscal items include end-of-year 2025 adjustments to the county Board of Education’s general fund budget, presented by Chief Operating Officer Jeffrey Proulx and Director of Finance Eric Sisler. The board will also consider an optional fourth early voting center, proposed by Elections Director Barry Jackson.
Emergency services take center stage with updates on the Volunteer Fire and EMS Revolving Loan Fund from Director R. David Hays, and a presentation on placing a First Hose Company of Boonsboro EMS transport unit at the Rohrersville fire station.
Procurement actions include bid awards for the county water and sewage plan update; a sole-source purchase of 250th-anniversary commemorative coins; and fuel delivery contracts. The board will rescind and re-award the contract for the HVAC replacement at Hangar 22 at Hagerstown Regional Airport.
Planning and infrastructure topics include a letter challenging the Maryland Department of the Environment’s “minor subdivision” definition; re-appointment of Jeff Semler to the Planning Commission; easement agreements with Potomac Edison at the airport and new electric service at the Smithsburg wastewater treatment plant; plus personnel strategies for permits, operations and emergency communication specialists.
Additional appointments cover the Washington County Mental Health Authority, adoption of findings for a zoning map amendment and retention of a government relations consultant. The agenda concludes with approval of applications for the property tax credit list.
A closed session will address personnel matters (Planning Commission and Mental Health Authority appointments, county position hiring, employee compensation); business development updates; and legal advice on lease terminations and pending county litigation. The board will reconvene in open session before adjournment.
