HAGERSTOWN – The Washington County Board of County Commissioners will hold its regular open session on Tuesday, December 9, 2025, with an agenda that includes a public hearing on elected officials’ salaries, new historic preservation partnerships, a large public safety construction award, and multiple personnel and infrastructure items.
The centerpiece of the morning will be a public hearing on the recommendations of the 2025 Salary Study Commission. Assistant County Attorney Victor Scarpelli and commission chair Richard Wilson will present the panel’s findings regarding compensation for the county’s elected officials.
The board will then consider two separate memoranda of understanding that would extend the county’s historic property tax credit program to properties within the municipal boundaries of Boonsboro and Sharpsburg. GIS Coordinator and Historic Preservation Planner Meghan Jenkins, joined by Assistant County Attorney Aaron Weiss, will present both agreements.
In infrastructure and public safety matters, Engineering Director Scott Hobbs will seek a formal bid award for Phase I of the Tactical Village at the Public Safety Training Center and present a memorandum of agreement with the Town of Keedysville for the installation of truck-restriction signage.
Additional items on the agenda:
● An update to the county’s civil citation fee schedule for fire code violations, presented by Director/Fire Marshal Greg Cartrette
● A new memorandum of understanding concerning Black Rock Golf Course (referred to in the agenda as Crabtree Golf), presented by Public Works Director Andrew Eshleman
● A request from Emergency Services Director R. David Hays and Human Resources Director Chip Rose to create a new job family allowing career progression from Firefighter/Fire Apparatus Operator to Firefighter Paramedic
● Reclassification of the Clinical Services Quality Assurance Officer position within Emergency Services
● Creation of a new Program Manager position to oversee long-term environmental management projects related to water quality, also presented by Human Resources Director Chip Rose
The open portion of the meeting will conclude with a closed session to discuss multiple confidential personnel matters (including hiring, open positions, committee staffing structure, and delegation of duties), a proposed business location or expansion under NDA, and to receive legal advice from the County Attorney on pending contracts and litigation.
The board expects to return to open session briefly before adjournment.
