HAGERSTOWN, Md. – The Washington County Board of County Commissioners will gather Tuesday, April 28, for its next regular open session. The agenda opens with public hearings on fiscal 2027 adjustments and awards aimed at community services.
The morning’s main item will be the public hearing on modifications to water and sewer rates for 2027. Interim Environmental Management Director David Mason and Chief Financial Officer Kelcee Mace will present the proposal.
The board will also consider a memorandum of understanding for Hancock EMS, presented by Emergency Services Director R. David Hays, Deputy Director David Chisholm and Volunteer Coordinator Oley Griffith.
It will vote on a sole source procurement award for school-based health centers and the school based mental health program presented by Procurement Director Brandi Kentner and Grant Manager Richard Lesh.
Other notable items:
- A public hearing on modifications to charges, rentals and fees at the Hagerstown Regional Airport for 2027, presented by Airport Director Neil Doran and Chief Financial Officer Kelcee Mace.
- A bid award for dumpster services at the Conococheague Wastewater Treatment Plant and Clean County program.
- A contract award for treatment of substance use disorders at the Washington County Sheriff’s Office Day Reporting Center.
- Sole source procurement awards for Western Maryland Consortium disconnected youth services in Washington County.
- A bid award renewal for mattress bed base removal and disposal recycling.
- A change order for final closeout of rubble reclamation landfill capping.
- A recommendation to hire a director of planning and zoning.
- A reappointment to the Washington County Gaming Commission.
- A letter of commitment for the Williamsport library replacement.
The board will enter closed session to discuss personnel matters, including open county positions.
