HAGERSTOWN – The Washington County Board of County Commissioners will convene at 9 a.m. on Tuesday, Oct. 14, with an agenda covering zoning amendments, infrastructure upgrades, emergency services and community recognitions.
After a scheduled citizen participation, the board will hold a public hearing on a zoning map amendment, then consider a consensus vote on a zoning text amendment regarding accessory dwelling units. Both actions are part of broader efforts to update and refine county land use policies.
Commissioners will review a funding request and proclamation for “Character Counts!” presented by Carolyn Brooks, as well as a proclamation for Disability Employment Awareness Month, to be accepted by David Barnhart, chair of the Washington County Disabilities Advisory Committee. The meeting will also feature a proclamation recognizing Manufacturing Month.
The board will consider a resolution to extend the service area of Foreign Trade Zone #255, presented by Linda Spence and Jonathan Horowitz of the Business and Economic Development Department, in support of expanding local business opportunities.
A consent agenda of routine approvals will be reviewed. Commissioners will also act on a wide range of bid awards and cooperative purchases, including:
- HVAC and automatic temperature control maintenance services
- Contract renewal for Sheriff’s Office uniforms
- Ground support equipment and terminal seating for Hagerstown Regional Airport
- Four 2026 Ford trucks and a leased 4K water truck
- Resurfacing of tennis courts at 11 county locations
Additional approvals include sole-source procurements for mental health case management services and E-Plan software used in the permitting process. The board will also review a joint-use agreement for public tennis court rehabilitation and proposed revisions to the Recreation & Parks Advisory Board bylaws.
The agenda also includes a letter of support for Oliver Homes, Inc., updates on the opioid restitution fund, and budget adjustments for the Treasurer’s Office. On the personnel side, commissioners will consider plans for team-building programs and a workboot reimbursement policy for 2026.
