New Washington sculpture, other issues to be discussed by WC Commissioners

HAGERSTOWN – The Washington County Board of Commissioners will convene on Tuesday, July 15, at 9 a.m. at 100 W. Washington St., to address issues involving community development, health services, infrastructure and local governance.

A highlight of the meeting will be a presentation on the Gen. George Washington Sculpture Project, which aims to enhance the county’s cultural landscape with a new public art installation. Project committee chair Al Martin and member Tom Rilford will conduct the presentation, which will also include renowned sculptor Toby Mendez.

The board will also briefly convene as the county Board of Health to discuss the medical assistance non-emergency transportation contract. Presented by county Health Officer Earl Stoner, this item will address healthcare access for residents.

The remainder of the meeting will involve multiple sole source procurement awards, including funding for Horizon Goodwill Industries Youth Shelter, Family Centered Support Services and a school-based mental health program, presented by Purchasing Director Brandi Kentner and Grants Manager Richard Lesh.

Infrastructure and technology will also take center stage with discussions on an intergovernmental cooperative purchase for Dell computers, led by Chief Technical Officer Josh O’Neal, and a contract renewal for dumpster services at Conococheague Wastewater Treatment Plant and the Clean County initiative, presented by Environmental Management Director Mark Bradshaw.

The commissioners will also review a bid award for leasing two new transit vehicles and the rejection of a proposal for demolishing an aircraft rescue and firefighting building at Hagerstown Regional Airport.

Other agenda items include a new heat stress policy, presented by Human Resources Director Chip Rose, an energy consumption incentive for the Smithsburg Wastewater Treatment Plant and a fiscal 2025 budget adjustment led by Chief Financial Officer Kelcee Mace.

The meeting will also feature an agriculture presentation, “Faces of Farming,” by Business Specialist Kelsey Keadle, and appointments to the Washington County Board of Social Services and the Tri-County Council for Western Maryland.

A closed session at 10:45 a.m. will address personnel matters, including a fire company volunteer update and a recommended employee termination, as well as legal advice from the county attorney on a county-involved legal matter. The board will reconvene in open session at 11:30 a.m. before adjourning.
