ANTRIM TOWNSHIP – A 32-year-old Hagerstown man is being held in Franklin County Jail after leading state police on a high-speed chase with a woman and three children in the car on Tuesday, Feb. 25.
Manuel Ascencio Castro is charged with child endangerment, careless driving, fleeing or attempting to elude an officer and other offenses, state police said. The incident began when police responded to a 911 hang-up call in which a victim reported being kidnapped in a moving vehicle.
Upon locating the vehicle, police attempted to initiate a traffic stop, but the driver allegedly refused to pull over, leading to a pursuit on Interstate 81. The driver attempted to evade a police roadblock before finally coming to a stop.
Inside the vehicle, police found multiple passengers, including a 32-year-old woman and three children, ages 3, 4 and 10. The driver was subsequently arrested.
