Local government briefs: Franklin/Adams counties

Franklin County

Franklin County Board of Commissioners:

  • Introduced a draft regulation on data centers to create standards for any data centers wanting to operate in the county.. The proposal amends the county-wide Subdivision and Land Development Ordinance to establish design standards and procedures. The commissioners asked county planning staff to create a framework so that townships in the county which have not adopted zoning codes or land development ordinances can rely on the county-wide regulation and use the amendment as a model for creating municipal regulations
  • Has faced criticism for the sheriff’s agreement with the U.S. Customs and Immigration Enforcement (ICE). Read more: Franklin Commission hears complaints about sheriff’s ICE agreement

The Franklin County Board of Commissioners will next meet Wednesday, March 3, at 10 a.m. at the Administration Building (272 North Second Street, Chambersburg) and can be streamed live on YouTube.

Chambersburg Borough

At their monthly meeting on Feb 23, Chambersburg’s Town Council

  • Rejected the bids they received for the Clarifier Blowdown Upgrades Project at the water treatment plant and advertised the project for new bids
  • Contracted with Kucera International Inc. for aerial photography
  • Authorized a study of the intersection of Grandview Avenue and High Street to evaluate it for a 4-way stop
  • Voted to solicit sponsors for the 4th of July event
  • Agreed to a contract for storm sewer cleaning and closed circuit television with Utility Services Group
  • Approved an agreement for surveying, permitting, engineering and design for the Falling Spring Presbyterian Church Floodplain Restoration Project
  • Authorized a 90-day extension for the final subdivision plan for Chambersburg Towne Center
  • Modified the 2026 Streets Improvement List by changing streets and alleys which will be paved in 2026 and move some projects to 2027

Chambersburg Council will next meet on March 9 at 7 p.m. The agenda for that meeting will be released closer to the meeting date and can be found online https://chambersburgpa.gov/government/meeting-agendas.html.

Guilford Township Supervisors

The supervisors met on Feb 5 and Feb 19 and they were slated to discuss:

  • The developers agreement and decommissioning agreement for Maple Ridge Solar
  • Capitol Improvement Funding commitment from the Borough of Chambersburg
  • Tree service at Norlo Park
  • Subdivision plans/reviews for: Chad Frey, Martin’s Famous Pastry Shoppe, Clinton Burkholder, Andrew Eby, Sunny Slope Properties, Maple Ridge Solar
  • Dates for the spring bulk day and shred day

The Board of Supervisors will meet next on Thursday, March 5, at 6 p.m. at the Guilford Township Municipal Building (115 Spring Valley Road, Chambersburg). Agendas can be found: https://www.guilfordtwp.us/2026Agenda.

Quincy Township Board of Supervisors

At their Feb 2 meeting, the supervisors:

  • Accepted a donation of $10,000 for Quincy Heritage Park from the Owls Club, Inc. of Waynesboro
  • Reviewed the 316 Mini Storage plans; zoning officer advised plans are awaiting approval from Franklin County Conservation District
  • Discussed box cards and mutual air for Mont Alto and Waynesboro Volunteer Fire Departments
  • Eliminated sewer plant utilities director and laborer positions
  • Approved an agreement with Antrim Township for wastewater treatment plant and water plant coverage mutual aid, including snow plowing, grading and storm response
  • Amended the burn ordinance to prevent fire calls for outdoor burns
    • increasing the distance from an inhabited building from 25 feet to 50 feet and within 35 feet of any property lines
    • Or, if a person cannot meet those setbacks, requiring material be burned within a screened and enclosed incinerator (25 feet from an inhabited dwelling on adjoining property and 20 feet from property lines)
    • Increasing the minimum fine from $5 to $50, and the maximum fine from $20 to $200.
  • Administrator Kenneth Myers informed supervisors that the Heritage Park grant application was denied from the Pennsylvania Department of Conservation and Natural Resources, that the grant representative from DCNR provided information about how to increase the chance of being funded on a future application and recommended resubmitting an application by the April 30 deadline.

The supervisors will next meet March 2 at 6:30 p.m. and will discuss

  • Advertising the bid for salt storage building
  • Review vacant board seats
  • Review changes to the burning ordinance
  • Authorize purchase of a 2026 Dodge Ram 5500 with dump body, plow, and spreader, pending approval from the Pennsylvania Department of Community and Economic Development

Mont Alto Borough Council

The agenda and meeting minutes for the Feb. 2 meeting are not posted on the borough’s website. The council will meet March 2 at 6:30 p.m. Their agenda features:

  • Reports from Mayor Leisa McCleaf, Attorney Justin George, Greg Smith for the Water/Sewer Committee, Jeremy Fogelsonger for the Property and Supply Committee
  • Information about state and county data center regulations
  • Receive information about the Penn State Mont Alto closing and Franklin County Area Development Corporation
  • Request quotes for a new parking lot at the borough office
  • Discussion on soliciting in the borough

Washington Township Supervisors

Over two meetings in February, the supervisors discussed

  • Rezoning for the Borough of Waynesboro, the County Club Villas and the Weikert Estate
  • Accepted the Amsterdam Road Bid
  • Heard reports from
    • Fire & Rescue
    • EMS
    • Fire Chief
    • Solicitor
    • Township manager on property changes, Happel’s Meadow Wetlands Advisory Committee and the Baer Road Ordinance

The supervisors will meet on March 2 at 1:30 p.m. and are slated to pay invoices, hear a report on zoning, and discuss the Zullinger Community Center playground. Waynesboro Borough Council

The council’s Feb 18 meeting was scheduled to include

  • Discussion of: $202,000 for proposed milling and overlay street construction projects (paid by funds from the Pennsylvania Liquid Fuels Tax fund)
  • Request to allow Verizon Wireless to span aerial fiber lines over South Potomac Street
  • Request to close Main Street (State Route 16) for special events like Mainstreet Waynesboro
  • Amendments to zoning map
  • Discussion of a policy about use of waynesboropa.gov email accounts by elected officials
  • Agreement for First Energy Pennsylvania Electric Co to use LED lights in streetlights
  • Discussion on paying the Waynesboro Area School District stormwater management and operations maintenance agreement fees, totalling $15,650

Antrim Township Board of Supervisors

At their February meetings, the supervisors were slated to:

  • Hear zoning and planning requests

Greencastle Borough Council

The February meeting of the council was slated to include:

  • Contract approval for the Town Hall Plaza, Phase 3 project with GRC General Contractor, Inc.
  • Waiver of the final subdivision plan for the proposed land swap to correct historic parcel boundaries, as requested by Greencastle Presbyterian Church, Moss Spring Graveyard Association and the Greencastle Area, Franklin County Water Authority (as recommended by the planning commission)
  • Consider a waiver to allow food trucks to park between 136 and 144 East Baltimore Street for the Spring and Fall Markets (5/16/26 and 9/16/26) from 8:30 a.m. to 4 p.m.
  • Renew the employment agreement with borough manager Emilee Little
  • Approve updated rules and regulations for the police department as recommended by the public safety committee
  • Ratify the Declaration of Disaster Emergency enacted by the mayor and borough council president effective 1/24/26 in response to severe winter weather impacting the borough
  • Nominate/appoint representatives to the Greencastle-Antrim Chamber of Commerce Board and an alternate to the Franklin County Council of Governments
  • Approve contributions to the Jerome R. King playground and the Lilian S. Besore Library

Adams County

A special election for Pennsylvania House of Representatives 193rd Legislative District will be held on 3/17/26. More information: https://www.adamscountypa.gov/departments/electionsandvoterregistration

Adams County Board of Commissioners

Over two meetings in February, the commissioners received recommendations to:

  • Sign a contract for text messaging services for county child support and a SAVIN maintenance and service agreement. SAVIN is the statewide automated victim information and notification system which provides victims with notifications regarding the release, escape, and/or apprehension of incarcerated individuals
  • Legal contract for the sheriff’s office with Clinton Barkdoll, Esquire
  • Renewal of the hospice and nursing home deaths notification system which alerts the coroner’s office of deaths
  • Tax bill printing with Government Software Services of Honesdale, PA
  • Sale/purchase agreement for 105.07 acres of land in Hamilton Township for an agricultural conservation easement with the Commonwealth of Pennsylvania.
  • Approve an agreement for maintenance and support for emergency dispatch services with Priority Dispatch Corp.
  • Lease 40 new copiers and printers plus 11 new scanners for various departments with Kyocera Document Solutions Mid Atlantic Inc.
  • Renew the contract for support and update for the courthouse’s security cameras with Illuminated Integrations of Middletown, Pennsylvania
  • Approve an agreement for maintenance of the HVAC system for the courthouse, adult correctional complex, human services building and the department of emergency services
  • Purchase four more electronic polling pads for the two new election districts in Straban Township from Knowink, LLC
  • Purchase a polling place scanner/tabulator and an ExpressVote Universal Voting System from Election Systems and Software
  • Ratify the proposal for new carpet tile in the lobby, administrative area, and treatment suites at Adams County Adult Correctional Complex with Commercial Flooring Professionals, Inc. of Camp Hill, PA
  • Sign a repair contract for ACACCs Intercept Whole Body Scanner, including parts, labor, shipping, plus one preventive maintenance visit, and one radiation safety survey with Tek84
  • Adopt the collective bargaining agreement with the Teamsters Local 776 (court-appointed professionals unit)
  • Adopt the County of Adams Integrity Policy to establish conflict of interest standards required for recipients of
    • Community Development Block Grant fundsHome Investment Partnership fundsEmergency Solutions Grant funds,
    • And other federal and state grant funds through the state Department of Community and Economic Development
  • Accept a grant from the Pennsylvania Emergency Management Agency to pay for the county’s contract with York County Hazardous Materials Team to pay a portion of the salary for the HazMat Coordinator/Emergency Planner position
  • Approve the filing of the petition to modify election districts for Straban Township to alter boundaries of the existing election district numbers 1 and 2 and create two additional districts to be known as 3 and 4.
  • Create subrecipient agreements for Opioid Settlement Funds for the county library system, county rescue mission, Club One Day at a Time, Nicholas Sober Living House, York/Adams Drug & Alcohol Commission

Carroll Valley Borough

The council met on Feb 10. The agenda included:

  • A report from the mayor about police and upcoming events
  • Fire, EMS reports
  • January treasurer’s report
  • Steven Shank subdivision request
  • Solid waste collection bid
  • Unfinished business: grant funding update, lot sales, possible road vacations
  • New business: Sites sewer request, sanitary sewer capital purchase request

The council meets on the 2nd Tuesday (after the first Monday) of each month at 7:00 p.m. in the Borough Hall (5685 Fairfield Road, Fairfield). Meeting agendas can be found: https://www.carrollvalley.org/borough-council.

Fairview Borough Council

The council met on Feb 24. On the agenda was:

  • Turning off the comments on the borough’s Facebook page
  • Estimates for a backup generator for the borough building
  • Selecting council committees
