
HAGERSTOWN – Mayor William McIntyre presented community advocate and Gatekeepers founder Bill Gaertner with the Key to the City, recognizing his lifelong dedication to second chances, restorative justice and empowering those returning from incarceration.
The honor celebrates Gaertner’s leadership through the Gatekeepers Re-entry Resource Program, a Hagerstown-based nonprofit organization devoted to helping formerly incarcerated individuals rebuild their lives through mentorship, housing support, employment readiness, and faith-based guidance.
From personal transformation to public service
Gaertner’s journey from incarceration to community leadership has become a local example of redemption and resilience. Drawing from his own life experiences, he founded Gatekeepers to bridge the gap between release and reintegration, a process that often determines whether individuals succeed or return to the system.
“Bill turned his story into a mission,” McIntyre said in the proclamation. “He has built a movement that connects agencies, churches and volunteers to give people the resources and belief they need to start over.”
Since its founding, Gatekeepers has supported thousands of men and women throughout Washington County, providing case management, mentorship and family support services that emphasize dignity and self-sufficiency.
A trusted partner in re-entry and recovery
Under Gaertner’s leadership, Gatekeepers has become a trusted partner for local and state re-entry initiatives, working alongside correctional facilities, nonprofit agencies and social service providers. The program’s success stems from its community-driven model, which blends faith-based values with practical support, offering job-readiness training, addiction recovery resources and family counseling.
“Bill’s vision goes beyond re-entry,” said one supporter at the event. “He’s building stronger families, safer neighborhoods and a more compassionate Hagerstown.”
McIntyre echoed those sentiments during the ceremony, calling Gaertner “a pillar of hope and change.” He noted that Gatekeepers embodies the spirit of service that strengthens the city’s social fabric.

The mayor’s proclamation commended Gaertner for “his unwavering belief in the value of every life” and his “lifelong commitment to restorative justice and second chances.” The document will be preserved as part of the city’s official record.
