CHAMBERSBURG, Pa. — A former Franklin County Children and Youth Services employee is facing misdemeanor charges after state police allege he improperly used confidential agency information while applying for unemployment benefits.
Ryan Lynn Hoover was charged with unauthorized release of information and unauthorized access to and use of information, according to court records. He was released on his own recognizance following arraignment.
Pennsylvania State Police said Hoover had been asked to resign from his position in lieu of termination due to alleged violations of agency policies, including misrepresentation of work activities and improper handling of sensitive materials.
Investigators allege Hoover removed confidential documents from the agency and later submitted them as part of his unemployment compensation application.
According to police, the materials included a screenshot from the agency’s CAPS system, which is used to document case notes and is restricted to authorized personnel. The uploaded image reportedly contained details related to a home visit assignment.
Troopers said additional files submitted with the application included a photograph of a child connected to the case and an image of Hoover’s work calendar showing a scheduled visit.
Authorities said they obtained the materials after being alerted to the situation and included them as part of their investigation.
Hoover appeared for a preliminary hearing in Central Court on June 16 and remains free pending further court proceedings. His formal arraignment is scheduled for Aug. 26.
