CHAMBERSBURG – Former Franklin County Constable Timothy Heefner is facing additional charges as he awaits trial for more than 700 counts related to human trafficking.
Police said that on Jan. 22, officers learned of media reports about Heefner’s earlier arrest, which involves hundreds of charges including trafficking individuals, promoting prostitution, official oppression and involuntary servitude. Authorities reported that several victims and witnesses spoke with Chambersburg police and revealed that Heefner allegedly sent fraudulent articles from the Franklin County Jail to a community member.
Investigators said Heefner directed the individual, whose identity was not released, to distribute the articles in an effort to intimidate victims and witnesses connected to his previous arrest. As a result, Heefner now faces three counts of intimidation of witnesses or victims.
The investigation into Heefner began in 2021 after a report from Franklin County Children and Youth Services alleged he sexually assaulted underage girls. Police reviewed social media and phone records, identifying more than 50 women whom Heefner allegedly solicited for sex acts in exchange for money or drugs. He is also accused of paying women to recruit others and providing transportation and money for illegal drugs in exchange for sex.
Heefner remains incarcerated at the Franklin County Jail. A pre-trial conference is scheduled for June 19.
