Chambersburg plans first major zoning overhaul in more than 40 years

CHAMBERSBURG – For the first time since 1982, Chambersburg is undertaking a comprehensive rewrite of its zoning and land development rules, a step local leaders say is crucial to managing growth and aligning development with community objectives.

The Borough Council authorized work in July on a comprehensive update of both the zoning ordinance and the subdivision and land development ordinance, which date back to 1982 and 1979, respectively. The project is expected to cost about $42,488 for codification and layout, and officials have debated whether to wait for state grant funding or proceed immediately.

Why the update matters

Over the years, Chambersburg’s zoning code has been amended but never rewritten in its entirety. That has left gaps and inconsistencies, according to council members, who say the regulations no longer reflect housing needs, modern building practices or the borough’s own long-term planning.

In 2022, the borough adopted the Vision 2035 Comprehensive Plan, which outlines goals such as expanding housing options, encouraging downtown redevelopment and guiding growth along key corridors. Updating the zoning code is considered essential to carrying out that vision.

Focus areas of the rewrite

The borough has identified several priorities:

  • Housing flexibility: More room for “missing middle” housing types such as duplexes and townhouses, and potential use of accessory dwelling units.

  • Land use compatibility: Clearer rules are needed to prevent conflicts between residential and industrial uses, especially in downtown areas.

  • Development standards: Reviewing setbacks, parking requirements and open space rules to balance growth with neighborhood character.

  • Clarity and enforcement: Reorganizing and simplifying the code so it is easier to use and enforce.

Balancing preservation and change

Some residents have voiced concerns about allowing higher density or new housing styles in established neighborhoods. Borough officials say public participation will be critical throughout the process, with hearings and draft reviews planned before adoption.

In September, the borough denied a request to rezone a 3.9-acre parcel from manufacturing to residential, underscoring the cautious approach leaders are taking while broader zoning reforms are underway.

What comes next

Drafting and outreach are expected to begin later this year, with codification and review continuing into 2026. Council members say the update will be phased, with staff leading early work and a professional code writer finalizing the structure.

The new zoning and subdivision code would replace the borough’s current framework, which has guided development for more than four decades. Officials say the goal is to create a document that is modern, practical and aligned with Chambersburg’s long-term vision.
