CHAMBERSBURG, Pa. — A South Carolina man is charged after he allegedly pointed a firearm at another driver during a road-rage incident last week on Interstate 81 in Franklin County, according to Pennsylvania State Police.
Troopers from the Chambersburg station responded at about 6 p.m. Aug. 26 to I-81 north near mile marker 24.6 in Southampton Township.
Police said the 70-year-old driver displayed a firearm to the victim during the incident.
Court records identify the defendant as Thomas Patrick Mulligan. He is charged with two felony counts of carrying a firearm without a license, as well as misdemeanor counts of terroristic threats, assault and possession of an instrument of crime, according to court documents.
Investigators said the victim reported that a GMC Sierra pickup with South Carolina registration passed the victim’s vehicle in the right lane and cut in front of it. Police said Mulligan removed a handgun from the center console, pointed it at the victim and then placed it back in the vehicle before continuing northbound.
Troopers later identified the driver through the vehicle registration provided by the victim, police said. During an interview, Mulligan allegedly acknowledged having a pistol in the vehicle and provided officers with a South Carolina concealed-carry permit.
Police obtained a search warrant for the vehicle and said they recovered two pistols, including a Kel-Tec .22-caliber handgun and a 9mm Makarov handgun, from compartments in the center console.
Mulligan was released on $35,000 unsecured bail. A preliminary hearing is scheduled for Sept. 15. Pennsylvania does not have a concealed handgun permit reciprocity agreement with South Carolina, troopers said, though it does with other states.
