Hagerstown rezoning proposed for Trolley Drive and Evergreen property

HAGERSTOWN – Two proposed zoning map amendments affecting properties along Trolley Drive and at Eastern Boulevard and Lightersburg Pike are moving forward to public hearings later this month.

City planning officials briefed the mayor and council Feb. 10 on the requests, identified as ZM 2026-01 and ZM 2026-02, ahead of formal hearings scheduled for Feb. 24.

Trolley Drive and Emmert Road proposal

The first request involves two adjacent properties located behind the new CarMax dealership between Trolley Drive and Emmert Road.

The parcels are currently split between two zoning districts. The applicant is seeking to rezone both properties to Neighborhood Mixed Use, a designation that would allow them to be developed together under a single zoning classification.

Planning staff said the goal is to enable coordinated development of the site rather than piecemeal construction under different zoning standards.

No significant public comment was reported during the planning commission’s initial public review meeting for this proposal.

Evergreen property at Eastern Boulevard

The second request concerns what is commonly known as the Evergreen property, located on the northeast quadrant of Eastern Boulevard and Lightersburg Pike.

The applicant is seeking to change the zoning designation from Commercial Local to Commercial General.

Planning officials said the property has been marketed for development for more than a decade with limited success under its current zoning. Supporters of the change argue that expanding the allowable uses under Commercial General could make the site more attractive to potential developers.

Some neighborhood comment was received during the planning commission’s public review meeting on this proposal, though details were not discussed during the council work session.

Next steps

Both rezonings involve changes to the base zoning district rather than to an overlay.

The planning commission is expected to finalize its recommendations and forward them to the mayor and council before the Feb. 24 meeting, when public hearings will be held.

City officials said the council will receive updated staff reports that include the planning commission’s recommendations and any additional information gathered prior to the hearings.
