WAYNESBORO – Samuel A. Richards, 18, McConnellsburg, has been charged with one count of terroristic threats and two counts each of recklessly endangering another person and hampering traffic on one-way roadways, Waynesboro police reported today.
The charges stem from a disturbance occurred on Sept. 25 at 8:40 p.m. on Cleveland Avenue.
