Washington County Commissioners to consider proposed 2027 budget, 911 fee changes, salary study

HAGERSTOWN, Md. – The Washington County Board of County Commissioners will meet on March 17 for a regular open session to discuss issues such as core county finances, public safety funding and employee compensation that affect residents’ taxes and essential services.

The marquee item will be the presentation of the proposed 2027 general fund budget by Chief Financial Officer Kelcee Mace and Budget and Finance Director Kim Edlund. This will outline spending priorities for the coming fiscal year across all county operations.

A public hearing will later address proposed modifications to 911 fees, presented by County Attorney Zachary Kieffer and Chief Financial Officer Kelcee Mace. The changes could alter costs for the countywide emergency communications system.

The Salary Study Commission’s final report, delivered by County Attorney Zachary Kieffer and commission Chair Richard Wilson, will provide recommendations that could shape future pay scales for county employees.

Other notable items on the agenda:

● A 2026 budget amendment for tax revenue adjustments

● Approval of a stream restoration easement under the Arena Installment Payment Program

● Bid award for Kretsinger Road culvert replacement

● Change order for filter replacement at the Smithsburg Wastewater Treatment Plant enhanced nutrient removal upgrade

● Approval to accept and ratify fiscal year 2026 annual capital and operational transit grants

● Submittal of a discretionary grant application for the Office of Problem-Solving Courts

● Appointment related to the Hagerstown Regional Airport Advisory Commission

In closed session, the board will discuss personnel matters, including staff issues, discipline, volunteer board assignments and appointments, and interviews for open positions, as well as a business proposal for expansion in the state and legal advice on ongoing litigation and county-involved legal matters.
