
WAYNESBORO – A 33-year-old transient, with no known address, has been charged with one count each of disarming a law enforcement officer, resisting arrest, evading arrest on foot and possession of drug paraphernalia while being taken into custody on an unrelated warrant, Waynesboro police reported.
Kelsey M. Sarsfield was arrested on Aug. 3 at 3:58 p.m. at 141 S. Potomac St., officers reported. Waynesboro police stated that around 3:20 p.m. that day, officers were on regular patrol in the Borough when, in the area of Rutters on S. Potomac Street, they noticed a man walking between the gas pumps. That man, officers said, was keeping his head down but briefly looked up, being identified by the officer as Sarsfield, for whom they had an active arrest warrant from the Franklin County Sheriff’s Office.
The officer parked his patrol vehicle nearby and then attempted to speak with Sarsfield, who allegedly ran away. The ensuing chase continued across several streets and ended when the officer tried to stop the suspect from climbing a high wall. After he was moved to the ground, officers said, Sarsfield continued to resist and grabbed for the officer’s taser.
After backup arrived, Sarsfield was tased by another officer and taken into custody. He remains in the Franklin County Jail under $100,000 bond.
After the arrest, officers allege they found a glass crack pipe and other paraphernalia in the man’s pockets. EMS would check out both Sarsfield and the officer, with Sarsfield eventually being taken to Waynesboro Hospital before being turned over to the Franklin County Sheriff’s Office. The Waynesboro officer suffered lacerations to his elbow, forearm, wrist, hands and head during the incident, but all were described as minor.
