HAGERSTOWN — A long-awaited infrastructure project involving the closure and improvement of the Summit Avenue railroad crossing is moving closer after city officials confirmed that all required conditions have been met.
During a mayor and city council meeting, City Engineer Jim Bender discussed progress on the multi-agency effort, which has involved coordination among the City of Hagerstown, CSX Transportation, the Maryland Department of Transportation, Columbia Gas, and private developer Meridian Group.
The project, which has been under discussion for several years, aims to address safety, traffic flow and access challenges tied to the existing crossing.

City officials said four critical requirements have now been satisfied, allowing the project to advance.
First, a cost-sharing agreement ensures that the developer will reimburse expenses associated with the project, covering up to $40,000 for city-related work and $70,000 for CSX-related work.
Second, access concerns raised by Columbia Gas have been resolved. Planned improvements will provide an alternate route that can accommodate service trucks, ensuring continued utility operations in the area.
Third, an annexation agreement has been secured, with the developer committing to bring the property into the city in the future, a move that aligns with long-term planning and jurisdictional oversight.
Finally, CSX has agreed not to oppose or hinder future upgrades at nearby railroad crossings along Walnut Street and Virginia Avenue, clearing a potential obstacle for broader transportation improvements.
