Mrs. Frances H. “Pampy” (Harbaugh) Miller, 96, a resident of Providence Place Senior Living, Chambersburg, PA and formerly of Waynesboro, PA passed away Wednesday morning, July 8, 2026, in the assisted living center.

Born September 27, 1929 in Waynesboro, she was the daughter of the late Nathaniel R. and Louise (Price) Harbaugh.

Mrs. Miller was a graduate of Waynesboro High School with the Class of 1947.

She and her husband, the late Charles R. “Bob” Miller, were married on April 18, 1948. Mr. Miller passed away on September 24, 2006.

Following her high school graduation, Mrs. Miller was employed by Waynesboro Gas Company and then Landis Tool Company until 1951. She later was employed as Executive Secretary of the United Way of the Greater Waynesboro Area from 1961 thru 1990 and as Executive Secretary of the Greater Waynesboro Chamber of Commerce from 1969 thru 1990 when she retired from both positions and began doing volunteer work.

She was a member of Christ United Methodist Church, Waynesboro where she sang in the choir for more than 60 years, served on the Administrative Board and was Financial Secretary and Treasurer for 10 years. She was a member of The Waynesboro Historical Society, Waynesboro Community Concert Association where she served as membership secretary for a number of years and life member of the Waynesboro Hospital Auxiliary where she served six years as treasurer of the board and contributed over 5500 volunteer hours.

Mrs. Miller served on the Board of Waynesboro Human Services, was recognized with the Community Volunteer Service Award from Waynesboro Area Fellowship of Churches in 1997, served on the Franklin County Industrial Development Authority where she served as Secretary, served on the Franklin County Area Development Corporation, served on the Franklin County Tourist Council from the 1970’s until early 1990’s and was recording secretary for Waynesboro Industrial Development Corporation from 1969-2005.

She also was responsible for the reprinting of the late Wib Davis’ newspaper columns in book form, entitled “Remember When.” She also served on the committee for the Bicentennial Celebration of Waynesboro and was the Waynesboro “Jeopardy” champion on two occasions. She was often called upon to answer questions about Waynesboro and about genealogy of Waynesboro residents.

She is survived by three daughters, Jane Kirkpatrick-Stephey (Gene), Linda McLaughlin (Daniel) and Mary Ellen Hess (Rick), all of Waynesboro; 7 grandchildren, Stacy McCleaf, Michael Kirkpatrick, David Kirkpatrick, Matthew McLaughlin, Emily Goodine, Amanda Shrout and Joshua Mummert; 12 great-grandchildren; and many extended family members.

In addition to her parents and husband, she was preceded in death by one son, Randolph L. “Randy” Miller on July 4, 2025 and one sister, Mary Louise Scott.

Services will be held at 2:00 P.M., Monday, July 13, 2026 in Faith in Christ United Methodist Church, 100 S. Church Street, Waynesboro, PA with Rev. Dr. Karl Herman and Rev. Dr. A. Robert Cook officiating. Burial will follow in Green Hill Cemetery, Waynesboro.

The family will receive friends one hour prior to the services, Monday afternoon, in the church.
