Born March 27, 1940, in Hagerstown, MD, she was the daughter of the late Roscoe B. and Violet M. (Eckard) Carr.
She married Marvin Kenneth “Whitey” Bingaman, Sr., on July 2, 1978, in Washington County. Marvin passed away November 1, 2017, after 38 years of marriage.

Connie enjoyed going to Charlestown Casino, putting puzzles together and doing word searches. She was what some people would call a “Spitfire”! A spunky lady who you could always count on to deliver a good sarcastic come back, but she was also a person who could balance being quick-witted and spunky while still being genuinely caring person.
She is survived by three children: Harold “Genie” Kendall, Jr. of Hagerstown, Laurie Kendall of Hagerstown, Bradley Valentine of Greencastle; many grandchildren and great-grandchildren, being especially close to her granddaughters, Alyssa Jumper of Chambersburg and Ashley Bretzman and her husband, Justin of Mount Holly Springs, PA; and a number of nieces and nephews.
In addition to her parents and her husband, she was preceded in death by a daughter, Yolanda Huntsucker and a son, Monte “Beatle” Kendall; two sisters, Betty and Jean and a brother, Roscoe, Jr.
Services will be private, at the convenience of the family. A private burial will take place in Macedonia Church Cemetery, Greencastle.
