Franklin County voters head to polls Tuesday: Key races, polling locations and deadlines

CHAMBERSBURG, Pa. — Franklin County voters head to the polls Tuesday, Nov. 3, to decide races for Pennsylvania governor, Congress and the state House of Representatives, with election officials reminding residents to verify their polling locations and return outstanding mail-in ballots before the deadline.

Polls will be open from 7 a.m. to 8 p.m. at 73 locations throughout Franklin County, according to the county Board of Elections. Anyone in line when polls close will be permitted to vote.

Where to vote Tuesday

Franklin County residents must vote at their assigned precinct polling place. Voters can verify their registration status and polling location through Pennsylvania’s voter-services portal.

County officials have announced a permanent polling location change for the Fannett-Dry Run precinct. Voters in that precinct will now cast their ballots at Upper Path Valley Presbyterian Church, 16950 Main St., Spring Run.

All 73 Franklin County polling locations are considered accessible to voters with disabilities, according to county election officials.

Voters casting a ballot in an election district for the first time must present an approved form of identification. Both photo and non-photo identification are accepted. Those unable to provide the required identification may cast a provisional ballot.

Mail-in ballots must arrive by 8 p.m.

Completed civilian mail-in and absentee ballots must reach the county election office by 8 p.m. Tuesday. Postmarks do not count toward that deadline.

Voters may personally deliver completed ballots to the Franklin County Voter Registration Office at 272 N. Second St., Chambersburg. Completed mail-in ballots cannot be returned to Election Day polling places.

Voters should follow the instructions accompanying their ballots, including using the required secrecy envelope and signing and dating the outer return envelope.

Pennsylvania’s voter registration deadline was Oct. 19. The deadline to apply for a regular mail-in or absentee ballot was 5 p.m. Oct. 27.

Pennsylvania’s pre-Election Day in-person voting option uses mail ballots rather than traditional early-voting polling centers. Before the application deadline, voters could apply for, receive, complete and return a mail ballot in one visit to their county elections office.

Governor’s race

Democratic Gov. Josh Shapiro and Lt. Gov. Austin Davis are seeking another term. Challengers include Republican gubernatorial candidate Stacy Garrity and running mate Jason Richey, along with Libertarian candidates Ken Krawchuk and John Thomas.

Congressional race

Franklin County is part of Pennsylvania’s 13th Congressional District, where Republican U.S. Rep. John Joyce is seeking reelection against Democrat Beth Farnham.

Pennsylvania House races

Three Pennsylvania House districts include portions of Franklin County:

  • In the 81st District, Republican incumbent Rich Irvin faces Democratic challenger Caleb Donahue.
  • In the 89th District, Republican incumbent Rob Kauffman faces Democrat Shannon Jackson.
  • In the 90th District, Republican incumbent Chad Reichard is the only candidate listed on the ballot.

Voters can consult the county’s individual precinct sample ballots to review the candidates appearing on their ballot.

When will election results be available?

Franklin County election officials are scheduled to begin processing mail-in ballots at 7 a.m. Tuesday, with additional counting scheduled in the days following the election.

Processing of Election Day ballots is scheduled to begin after polls close at 8 p.m.

The county will continue canvassing mail ballots received on Election Day from 3 to 4 p.m. Wednesday, Nov. 4. Its official count proceedings are scheduled to begin at 9 a.m. Friday, Nov. 6. Processing of military absentee and provisional ballots is scheduled for 1 to 2 p.m. Tuesday, Nov. 10.

Election-night returns will not represent the completed official count; additional ballot processing is scheduled over the following week.

Voters can find sample ballots, election results and additional information through Franklin County’s elections website.

Residents with voter registration questions can contact the Franklin County Voter Registration Office at 717-261-3886. Election-related questions can be directed to the county Election Board at 717-261-3812.
