Franklin commissioners address housing, jail costs, fiscal review

CHAMBERSBURG – The Franklin County Board of Commissioners met Wednesday, Aug. 27, approving more than $2 million in county expenditures while reviewing housing initiatives, jail agreements and fiscal updates.

The meeting, held at the Administration Building on North Second Street, opened with the Prison Board session before moving into county business.

Prison Board business

The commissioners, sitting as the Prison Board, approved jail vouchers totaling $74,098.64. The vouchers cover ongoing operational expenses for the county’s correctional system.

The board moved quickly through its consent agenda, authorizing vouchers of $2,028,394.28 for routine county operations.

Several key agreements were also approved:

  • Housing Support — A lease agreement with Rodney C. and Cindee L. Mose was approved under the HUD Permanent Supportive Housing Lease Program. The one-year lease, valued at $10,200, will allow a program participant to sublease housing through the county. Participants contribute up to 30 percent of their income toward utilities not covered in rent and receive case management to help them maintain stable housing.

  • Real Estate Settlement Extension — The board approved an amendment with Green Rental Company, LLC to extend the settlement date on the property at 440 Walker Road by up to 30 days, giving additional time for due diligence.

  • Grant Extension — Commissioners authorized Project Modification Request #4 to extend a Pennsylvania Commission on Crime and Delinquency grant through Dec. 31. The extension comes at no additional cost to the county.

  • Inmate Housing Agreement — A contract was approved with Indiana County Jail to house Franklin County inmates when needed. The agreement, based on available bed space, sets the cost at $75 per inmate per day, covering housing and meals.
  • Housing Authority Appointment — Commissioners considered appointing Chris Ardinger to the Franklin County Housing Authority Board, adding to the leadership overseeing affordable housing initiatives.

The session also featured a bid opening for the Department of Emergency Services’ UPS system, a presentation of the county’s Employee of the Month award to Giana Johnson, and a fiscal review detailing the county’s budget outlook.
