Antrim Township sets hearing on zoning amendment

GREENCASTLE, Pa. — Antrim Township supervisors will hold a public hearing July 28 to collect public feedback on a proposed amendment to the township’s zoning ordinance regulating data centers and battery energy storage systems.

The hearing is scheduled for 7 p.m. at the township office building at 10655 Antrim Church Road. Township officials plan to consider final adoption of the amendment during their regular meeting immediately following the hearing.

According to the public notice, the proposal would revise portions of Chapter 150 of the Antrim Township Code. The amendment formally incorporates introductory “whereas” statements into the ordinance and updates the definition of a data center by removing the phrase “the majority.”

The amendment would also restructure Section 150-31 by deleting a standalone subsection for battery energy storage systems and placing those facilities under a combined category with data centers. The revised section outlines a detailed set of conditions for both types of operations, including compliance with Chapter 150-79 and requirements covering property size, setbacks, buffers, lighting, hazardous materials handling, noise, vibration, environmental permitting, waste management, and site security.

Additional provisions call for traffic studies, water supply and resource impact assessments, groundwater and wastewater testing, emergency response planning, funding for EMS training and equipment, spill-prevention measures, and decommissioning plans supported by escrow accounts. Community benefit requirements and a property value protection process are also included.

The ordinance concludes with standard applicability, repealer, severability, and effective date sections.
