Treasurer Garrity launches upgraded OpenBookPA portal for taxpayers

HARRISBURG – State Treasurer Stacy Garrity has launched OpenBookPA, a new version of treasury’s award-winning Transparency Portal. With improved navigation, design and added features, visitors to the site now have more tools at their fingertips to better understand the Commonwealth’s finances.

“Increasing transparency in state government has always been one of my top priorities, and the launch of OpenBookPA is the next step in that process,” Treasurer Garrity said. “Pennsylvania taxpayers expect and deserve to know how their tax dollars are being used and the information in OpenBookPA helps hold lawmakers and government officials accountable for state spending – we are raising the bar for state government spending accountability”

Users who visit the new OpenBookPA will see:

  • An updated dashboard interface with quicker access to state fiscal information including state and federal financial information;
  • A new Local Resources section which shares local government financial reports, school district expenditure and revenue metrics and other local financial metrics with data from the Pennsylvania Department of Community and Economic Development and the Pennsylvania Office of the Budget; and
  • A new feature for Ledger 5 status indicating “active” or “inactive”; and
  • Upgraded charts with enhanced security.

Prior improvements to OpenBookPA (formerly Transparency Portal) under Treasurer Garrity’s leadership include:

  • Added access to Ledger 5, which tracks unappropriated expenses, including those accumulated during the current budget impasse;
  • Incorporated county- and state-level data about Treasury’s consumer programs including unclaimed property program, the PA 529 College and Career Savings Program, Keystone Scholars, and the PA ABLE Savings Program;
  • Expanded revenue comparison tools; and
  • Added Information regarding the use of federal funds.

OpenBookPA also offers access to the Treasury Checkbook, which includes payments made by Treasury to its vendors and the Contracts e-Library, which makes available more than 500,000 state contracts, purchase orders, and amendments valued at $5,000 or more for public review.
