Hagerstown Youth Council welcomes new members, expanded leadership

HAGERSTOWN – The voices of young residents will continue to be heard in City Hall as the Hagerstown Youth Council welcomed a new slate of members during the mayor and council’s Aug. 26 regular session.

The appointments, approved unanimously, reflect the city’s ongoing commitment to give students a role in local government while encouraging civic engagement and leadership development.

New appointments and terms

Council members voted to appoint several students with terms expiring in 2026 and 2027. Those serving until August 2026 include Zoe Burnett, Dharma Lara, Jaeda Devine and Zander Hine. Members appointed until August 2027 include Bethany Osuji, Torin Malott, Maura Britton, Olivia Yamashita, Ruby Zhao, Jocelyn Johnson, Jessica Ramos and Brielle Mireku-Baabu.

After the vote, the students stood before the mayor and council to take the oath of office. With right hands raised, they pledged to uphold the Constitution, city ordinances and their responsibilities as youth council representatives.

A role in local leadership

The Youth Council serves as an advisory group to the mayor and council, providing input on issues affecting younger residents. Members also assist with community service projects, city events and outreach efforts that connect their peers to local government.

Mayor William McIntyre congratulated the new appointees and emphasized the importance of their role. “This council is about hearing from the next generation of leaders,” McIntyre said. “Your ideas, your energy and your perspective help us make better decisions for the future of Hagerstown.”

Building a bridge between students and city government

Past Youth Council members have played a role in planning youth-centered events, providing feedback on park improvements, and raising awareness about mental health, drug prevention, and civic responsibility. City officials said they expect the newly sworn-in group to continue building that bridge between young people and government.

The Hagerstown Youth Council has become a staple of civic life, encouraging students to see themselves as active participants in shaping their community. The Aug. 26 appointments ensure continuity of that mission, with a diverse group of students now poised to represent their generation’s concerns and aspirations.
