HAGERSTOWN – The Hagerstown City Council approved an open container exemption and event permit for Vibez Lounge to host a ‘90s-themed cookout party scheduled for Saturday, Aug. 9. The decision was made during the council’s regular voting session held July 22, after a brief discussion about logistics, safety and neighborhood impact.
The event is scheduled from 4 p.m. to 10 p.m. and will take place in the Antietam Street parking lot, located behind Vibez Lounge at 18 West Antietam St. The exemption allows alcohol to be consumed within the designated outdoor area during the event, which is expected to feature nostalgic activities like double Dutch and card games.
Brittany Arizmendi, director of community engagement, explained that a noise permit isn’t necessary since the event concludes before 11 p.m., which complies with the city’s noise ordinance. Nevertheless, council members stressed the need to inform residents to avoid misunderstandings and noise complaints.
“We’re having a logistics meeting… with Vibez Lounge,” Arizmendi said. “We’ll be discussing barricades, event layout and security requirements to make sure everything is covered.”
Arizmendi also confirmed that the entire parking lot area would be secured with barricades and that Vibez Lounge has experience hosting similar events. The logistics meeting will finalize plans and reinforce expectations for safety and neighborhood coordination.
Michael Staup, a frequent commentator on East End matters, expressed concerns about the ongoing disturbances in the area and urged city leaders to take proactive measures. While he did not oppose the event outright, he emphasized that past issues along East Antietam Street should be taken into consideration when approving public gatherings.
City staff members reassured the council that security will be discussed with the event organizers and added that the location has not been previously used for events of this nature.
The exemption passed with council support, though not without a reminder from members to continue monitoring neighborhood conditions and to emphasize community communication in the planning process.
This event is part of a broader initiative to support downtown entertainment and local businesses, while striking a balance between public safety and the quality of life for residents in the surrounding area.
