HARRISBURG – Pennsylvania has enacted a new law aimed at making it easier for aspiring volunteer firefighters to earn their certification. Senate Bill 90, sponsored by Sen. Doug Mastriano (R-33) and Sen. Michele Brooks (R-50), was signed into law as Act 33 of 2025.
In communities, like many in Franklin County, it is important to note that Pennsylvania’s volunteer firefighter numbers have dropped from about 300,000 in the 1970s to fewer than 38,000 today. The new law is intended to help reverse that trend by streamlining the certification process.
The legislation allows firefighters-in-training to take individual tests after each training module rather than one cumulative exam at the end of their coursework. Supporters say this change will provide more flexibility, reduce stress and better support those entering the field.
“This bill makes it easier for firefighters to earn their certification while maintaining high standards,” Mastriano said. “We can increase the number of volunteer firefighters by reforming the certification process without jeopardizing quality or safety.”
“Volunteer firefighters are the backbone of public safety in so many of our communities,” Brooks said. “By streamlining the certification process without compromising quality, this legislation offers a commonsense solution to help address the severe shortage of volunteers across Pennsylvania.”
Act 33 takes effect immediately.
