Washington County to continue work on budget, along with grants and zoning

Hagerstown, Md. – The Washington County Board of County Commissioners will consider the county’s proposed fiscal year 2027 operating and capital budgets Tuesday during an open session that also includes several grant requests, proclamations and board appointments.

The meeting begins at 9 a.m. May 12 at the County Administration Complex in downtown Hagerstown.

Among the featured agenda items is a presentation on the fiscal 2027 operating and capital budgets by Chief Financial Officer Kelcee Mace and Budget and Finance Director Kimberly Edlund. It is expected to outline county spending priorities for the coming year.

Commissioners will also review preliminary project descriptions for the 2027 Appalachian Regional Commission funding requests. Maria Kramer, director of grant management, will present the projects.

Several grant-related items are scheduled for consideration, including approval to submit an application and accept funding for the 2027 Healthy Families Home Visiting Grant. Commissioners will also consider accepting awarded funding for the Senior Citizen Activities Center operating fund grant.

Public works and infrastructure matters on the agenda include discussion of a precast concrete box culvert project on Country Store Lane and proposed license agreements for the Martin Luther King Jr. Center.

The board will consider matters related to the Maryland Two Fifty “Once in a Generation” grant program and the distribution of 2026 Senator Amoss funding for emergency services.

In other business, County Attorney Zachary J. Kieffer will present findings of fact and a decision regarding a zoning map amendment.

The meeting includes several proclamations and recognitions. Commissioners are scheduled to recognize May 2026 as Drug Treatment Court Month and issue a proclamation for Juror Appreciation Month honoring members of the Washington County Circuit Court and jury administration staff.

Appointments and reappointments are expected for several boards and committees, including the Washington County Veterans Advisory Committee, the Housing Authority of Washington County, the Hagerstown/Eastern Panhandle Metropolitan Planning Organization and the Washington County Agricultural Education Center Advisory Board.

Commissioners are scheduled to enter closed session at 10:40 a.m. to discuss personnel matters, emergency services staffing, appointments to the Diversity and Inclusion Committee, compensation matters and issues related to the acquisition of real property for public purposes.

The meeting begins at 9 a.m. in the commissioners’ hearing room at the county administration building. It is open to the public and will be livestreamed on the county’s YouTube channel and local cable access.
