HAGERSTOWN, Md. – The Washington County Commission will meet for its regular open session on March 31 with an agenda centered on core county operations, long-term planning for 2027 budgets and capital projects, as well as public services.
The marquee item will be the presentation of the second draft of the 2027-2036 capital budget combined with a water quality budget adjustment. Chief Financial Officer Kelcee Mace and Deputy Director of Budget and Finance Zane Garrett will outline major infrastructure priorities and spending adjustments that will shape county development over the next decade.
Next in priority come the 2027 water quality budget presented by Interim Director of Environmental Management David Mason and Mace, followed by the 2027 solid waste budget presented by David Mason. These proposals will set annual funding levels for environmental management programs that residents rely on for clean water and waste handling.
The Governor’s Office for Children 2027 community partnership agreement proposal, presented by Grant Manager Richard Lesh, is also notable. This grant-funded initiative supports local programs serving children and families in the county.
Other notable items on the agenda include:
- A contract award for floor replacement at the Day Reporting Center, presented by Procurement Director Brandi Kentner, Sheriff Brian Albert and Senior Systems Mechanic Terry Hill. This project upgrades a key public safety facility used for offender supervision programs.
- An intergovernmental cooperative purchase of personal protective equipment for the Sheriff’s Department, presented by Kentner and Albert. The purchase ensures essential safety gear for law enforcement officers.
- Contract renewal with requested increase for leachate hauling from the county landfill, presented by Kentner and Deputy Director of Solid Waste David Mason. The renewal maintains ongoing operations at the county’s waste disposal site.
- Memorandum of understanding between the towns of Boonsboro and Clear Spring and the county, presented by Permits and Inspections Director and Code Official Greg Cartrette and Chief of Permitting Becky Gander. The agreement coordinates permitting and inspection services across jurisdictions.
- District Court of Maryland commissioner’s office lease, presented by Real Property Administrator Todd Moser. The lease secures continued space for state court operations in the county.
- Creation of a deputy director of environmental programs position, presented by Human Resources Director Chip Rose. The new role strengthens leadership in the county’s environmental management division.
- Several routine board appointments for the Washington County Public Golf Corporation, Electrical Apparatus and Wiring Board, Plumbing and HVAC Board and Animal Control Authority, presented by County Clerk Dawn L. Marcus.
- Bylaws amendment for the Washington County Veterans Advisory Committee, presented by Marcus and Assistant County Attorney Aaron Weiss. The change updates governance rules for the committee advising on veterans’ issues.
- Ratification of an amendment to the 2027 annual transit grant application and approval to apply for and accept funding, presented by Transit Director Shawn Harbaugh and Senior Grant Manager Carsten Ahrens. The action secures state funding for public transportation services.
