HAGERSTOWN – Washington County Commissioners will convene for a regular open session on Tuesday, Feb. 24. The agenda focuses on fiscal planning, with key discussions on education funding, overall county budgeting and infrastructure investments.
The session’s highlight will be a presentation and discussion of the Board of Education’s draft fiscal year 2027 general fund budget for Washington County Public Schools. Led by school officials, including President Darrell Evans and Superintendent Dr. David Sovine, the proposal outlines education spending priorities that could influence local property taxes and classroom resources amid ongoing enrollment trends and state mandates.
County Chief Financial Officer Kelcee Mace will then present the requested version of the fiscal year 2027 general fund budget, detailing proposed allocations for county operations and public services, as well as potential tax implications for residents.
Mace, along with Deputy Director Zane Garrett, will also unveil the first draft of the 2027-2036 capital budget, highlighting multi-year projects in areas like transportation, utilities and facilities that shape long-term community development.
Other items on the agenda include a request for hotel rental tax funding to support the Washington County Ag Expo, fiscal year 2026 budget adjustments for the Board of Education’s general fund, and a letter of support for the Choice Neighborhood Initiative implementation grant aimed at revitalizing housing in Hagerstown.
The board will consider bid awards for stormwater management maintenance and Sharpsburg water service upgrades, a change order for filter replacements at the Smithsburg Wastewater Treatment Plant and an easement under the Rural Legacy Program for Stoner Family Farms LLC.
Additional actions include assessing local hotel rental tax support for Jamison Door Company to boost economic development, appointing members to the Hagerstown Regional Airport Advisory Commission and approving revisions to the Area Agency on Aging Advisory Council.
The board will hold a closed session for personnel matters, including an appointment to the Area Agency on Aging Advisory Council, discussions on an EMS station and staff and legal advice on a county-involved matter.
An evening meeting with Town of Funkstown leaders will follow at 6 p.m., featuring reports and comments from both sides before adjournment.
