15 Complete Leadership Development Course

CHAMBERSBURG –The Franklin County Commissioners and county leadership recently celebrated 15 employees who furthered their careers by completing the county’s inaugural Leadership Development Program.

Those who completed the 2022 class were:

  • Donna Davis, Chambersburg, Intake Manager, Franklin County Children and Youth Service;
  • James Eagler, Greencastle, Administrator, Franklin/Fulton Drug & Alcohol;
  • Cody Eichelberger, Chambersburg, Probation Officer III, Franklin County Adult Probation;
  • Alexa Gross, Waynesboro, Caseworker III, Franklin County Children and Youth Service;
  • Ben Hardic, Chambersburg, Juvenile Probation Officer III, Franklin County Juvenile Probation;
  • Jennifer Hawbecker, Chambersburg, Specialist I-Early Intervention, Franklin/Fulton Mental Health/Intellectual & Developmental Disabilities/Early Intervention;
  • Eric Hewitt, Chambersburg, Juvenile Probation Officer III, Franklin County Juvenile Probation;
  • Kevin Hoffman, St. Thomas, Maintenance Worker III, Franklin County Property Management;

  • Mandy Olson, Chambersburg, Second Deputy, Franklin County Treasurer’s Office; and
  • Morgan Yiengst, Adams County, Human Resources Generalist, Franklin County Human Resources

“We are extremely fortunate to have employees who seek opportunities to better themselves, both personally and professionally, and who look for ways to improve county operations by taking the next steps in their careers,” said Franklin County Commissioner Dave Keller. “Given the caliber of individuals who completed our inaugural leadership program, Franklin County will be in good hands for years to come.”

Launched in January, the Franklin County Leadership Development Program is a 12-month course designed to cultivate strong, committed and community-driven leaders within Franklin County government. Ideal candidates for the program are individuals who continuously strive to improve themselves, their coworkers and overall county operations.

The group met monthly to discuss a variety of topics essential to developing leadership skills, including project management, delegation, time management, mental health, teamwork, conflict resolution and supervisor basics. Class members were also mentored by leaders in several county departments. Outside of the classroom, the leadership group participated in community service projects at the Conococheague Institute and the Grove Family Library through United Way of Franklin County’s May of Caring volunteer initiative. 

As part of the Leadership Development Program, participants took part in small-group projects to examine potential cost-saving opportunities for county operations. Groups conducted research on each proposal and presented their findings to the commissioners along with recommendations on each initiative.

“The Leadership Development Program has been a vision of mine for many years. To see this come to fruition and to help our employees develop knowledge and skills, plus gain friendships, has been a wonderful experience for all involved,” said Tiffany Bloyer, Franklin County Human Resources Director, and leadership program facilitator. “The county works diligently to offer these types of opportunities for our employees and we are so thankful we are able to do this for them.”

The 2023 Franklin County Leadership Development Program kicks off in January.
